    Been happening over 2 years now, they get stolen CC info, buy exactly 192 keys on a account with one CC, trade those for other items like buds, heave them over a number of alts, and sell them for cash. Often they even don't bother with moving to alts, and use the same.

    And valve already caught on... its a lot less now, guess they have found a way to check them up better. The article and the forum thread is about earlier this year (march or so).
