That's pretty old. It's some sort of (I would asssume 4chan) meme involving some random anime chick spinning it's leek the whole time while this music constantly loops in the background. --> Click. With the time that meme got pretty famous and got a couple of spin-offs like that one above or my personal favorites the Darth Vader one or even better the Josef Stalin remix.
