Tosslecap is worth around seven refined, not 2-3. With a bit of luck, you might get ahold of a Hero's tail, it's pretty rare though.

Tosslecap has a pretty high userbase, since it perfectly fits Scouts uh... Urban hood style. I dunno. I myself fancy the hat so >.>
I loved it when it had the stripes if painted. After that got removed, I didn't equip it anymore. But now you can set the style, I'm using it from time to time again. (I use all my scout hats) In that light, I'm looking for the newest scout hat. The Planeswalker Goggles.
